# Restrictive Measures Guidelines (PSPs/CASPs)

## What this document covers

These Guidelines specify what payment service providers and crypto-asset service providers should do to be able to comply with Union and national restrictive measures when performing transfers of funds or crypto-assets under Regulation (EU) 2023/1113. They are issued under the mandate in [Article 23](/mica.wtf/tofr/transfer-of-funds-regulation/chapter-iv-common-measures/article-23-internal-policies-restrictive-measures.md) of ToFR and are addressed to PSPs and CASPs. A companion set of Guidelines (EBA/GL/2024/14) is addressed to all institutions within the EBA's supervisory remit and is published in the same Final Report; only EBA/GL/2024/15 is mandated by ToFR.

## Key provisions / requirements

* Sets out the internal policies, procedures and controls PSPs and CASPs should have to comply with Union and national restrictive measures when performing transfers of funds or crypto-assets.
* Specifies measures to identify subjects of restrictive measures, including expectations on KYC, screening and due diligence.
* Requires PSPs and CASPs to ensure that no funds or crypto-assets are made available to designated persons and that no prohibited financial transactions or services are carried out.
* Addresses the risk of circumvention of restrictive measures, including in the context of transfers involving self-hosted addresses.
* Implements the EBA's mandate under [Article 23](/mica.wtf/tofr/transfer-of-funds-regulation/chapter-iv-common-measures/article-23-internal-policies-restrictive-measures.md) of Regulation (EU) 2023/1113.
* Applies from 30 December 2025, providing a transitional period for institutions to adjust their systems.
