# Chapter VI — Sanctions

Chapter VI sets out the **enforcement regime**: how Member States must sanction breaches, what specific breaches trigger the heightened AMLD5 sanctions schedule, and how the Commission monitors application.

The chapter aligns ToFR sanctions with **AMLD5 Chapter VI, Section 4** — the same dissuasiveness, effectiveness and proportionality standards apply. Member States retain discretion to impose criminal sanctions on top of (or in lieu of) administrative ones, provided they notify the Commission.
