# Chapter VIII — Derogations

A single article allowing the Commission to authorise Member States to enter into ToFR-derogating agreements with certain **non-Union countries and territories** that share monetary or settlement infrastructure with a Member State.

The mechanism is the same as under the predecessor Regulation (EU) 2015/847 — designed for relationships like France↔Monaco, Italy↔San Marino, Italy↔Vatican City, Spain↔Andorra, where the third country forms part of a Member State's currency area or has a monetary convention with the Union.
